Official visits of leaders and delegations

From August 29 to August 31, the annual international conference “Civil Justice and Enforcement. From the Classics to the Present Day” (hereinafter referred to as the Conference) was held in Targu Mures, Romania.

The Conference was organized by the Targu Mures Chamber of Judicial Officers jointly with the National Union of the Judicial Officers of the Republic of Moldova, as well as with the Research Centre of Law and Human Sciences at the University of Medicine, Pharmacy, Science and Technology of Targu Mures (Romania) and Alecu Russo State University of Balti (Moldova).

During the Conference, the matters were discussed with reference to judicial enforcement involving minors, the criminal liability of a judicial officer, mediation in enforcement proceedings, and enforcement terms.

The Conference was attended by representatives of enforcement authorities, communities of judges and academia of Romania, and representatives of enforcement bodies of the Republic of Moldova and the Czech Republic.

Ksenia Hernández, the senior consultant of the Division of foreign relations of the Legal Department, took part in the Conference as the representative of the Russian Federation.


On May 10, 2019, a meeting of the Permanent Council of the International Union of bailiffs (ICSI), a full member of which since 2015 has been the Federal Bailiff Service, was held in Berlin.

The delegation of the Federal Bailiffs Service of Russia was headed by Deputy Director of the Russia’s Federal Bailiffs Service Vladimir Voronin.

As part of the work of the Permanent Council of the ICSI, the issues of interaction with international organizations, the European e-learning of bailiffs, current and future projects of the ICSI were considered.

Also members of the ICSI Bureau presented a report on the results of the activities performed during the period under review and activities planned for 2019–2021.

At the end of the meeting of the Permanent Council of the ICSI, Deputy Director of the Russia’s Federal Bailiffs Service Vladimir Voronin introduced a presentation of the X International Conference on Enforcement, which will be held from July 31 to August 3, 2019 in Moscow, on the topic "Enforcement Proceedings: Current State and Vector of Development".


From April 24 to April 26, 2019, the delegation of the Federal Bailiffs Service of Russia headed by Deputy Director of the Russia’s Federal Bailiffs Service Vladimir Voronin visited Bangkok, the Kingdom of Thailand, to take part in the International Conference on Civil Judgment enforcement under a disruptive technology.

The conference was organized by Legal Execution Department of Ministry of Justice of the Kingdom of Thailand.

The representatives of law enforcement agencies of ASEAN countries, the representatives of international organizations such as International Union of Judicial Officers and The World Bank were the speakers at the conference.

During the conference, the participants discussed the questions of civil judgment enforcement under a disruptive technology including the using of information technologies in debtor's assets exposure and seizure and during the realization of the debtor's distrained property.

In addition, the delegates participated in the multilateral meeting with the representatives of law enforcement agencies from Cambodia, Indonesia, the Republic of Korea, Philippines, Myanmar, Malaysia, Thailand, Vietnam, Brunei, People’s Republic of China on the sidelines of the conference. The questions of mutual cooperation and the participation of the foreign colleagues in the conference of the Service were being discussed.

Within the framework of conference, Deputy Director of the Russia’s Federal Bailiffs Service Vladimir Voronin gave a report on "System of Law Enforcement in Russia" and also presented the X International Conference on Enforcement, which will be held from July 31 to August 3, 2019 in Moscow.


From 12 to 16 April 2019, a delegation of the Federal Bailiffs Service visited the Republic of Cuba to establish professional relations between the Federal Bailiffs Service and the People’s Supreme Court of Cuba, as well as to exchange the expertise in judiciary enforcement.

During the visit, a meeting of Dmitry Aristov, Director of the Federal Bailiffs Service, and Rubén Remigio, President (Chief Justice) of the People’s Supreme Court of Cuba, was held, where the Cuban party showed its interest in the cooperation development with the Federal Bailiffs Service of Russia.

The meeting resulted in an agreement to work on the development of a Memorandum of Understanding between the enforcement authorities of Russia and Cuba.

Also, during the visit, a meeting of the Federal Bailiffs Service delegation with judges for the People’s Supreme Court of Cuba was held, where the parties exchanged information on the organization of judicial enforcement in Russia and Cuba.


In the period from 21 to 22 January 2019, the Federal Bailiffs Service of Russia delegation took part in the World Enforcement Conference, which was held in Shanghai (People’s Republic of China) (henceforth - the Conference).

On the first day of his visit to Shanghai, Director of the Federal Bailiffs Service – Chief Bailiff of the Russian Federation Dmitry Aristov had a meeting with Chairman of the Supreme People’s Court of the PRC Mr. Zhou Qiang.

Federal Bailiffs Service of Russia representatives also got to know the activities of Enforcement and Information Centres of the Shanghai High People’s Court, and visited its courtrooms.

During the Conference, Director of the Federal Bailiffs Service of Russia Dmitry Aristov gave a report on “The Trajectory of Legislation on Enforcement Proceeding”.


Deputy Director of the FBS of Russia Igor Savenko on the commission of the All-Russian public organization "Association of lawyers of Russia" took part in the meeting on bankruptcy of legal entities, tax law and intellectual property, which took place on December 4-8, 2018 in Hamburg. The event was organized by the German Foundation for international legal cooperation (IRZ).

The events covered such issues as enforcement proceedings against legal entities in bankruptcy cases, the latest trends in the administration of taxpayers in Russia, the investigation of bankruptcy cases, economic crimes, anti-corruption.

The program of events included meetings with representatives of the Ministry of justice of Hamburg, Ministry of Taxes and Assessments of Hamburg, the Association of bailiffs of Hamburg, General Prosecutor Office of Hamburg and District Court of Hamburg.


In the period from 04 to 05 December 2018 in the building of the Ministry of foreign Affairs of the Republic of Belarus (Minsk) was a Regional conference of the International Arbitration and Mediation, dedicated to the celebration of the 60th anniversary of the New York Convention on the recognition and enforcement of foreign arbitral awards dated 10.06.1958, organized by the United Nations Commission on international trade law (UNCITRAL).

The Conference provided an overview of the latest developments in the interpretation and application of the New York Convention on the recognition and enforcement of foreign arbitral awards of 10.06.1958 at the international and domestic levels, prepared by the World Bank in cooperation with UNCITRAL, as well as the practice of application of the Convention by public courts.


In the period from 29 to 30 November 2018, the Director of the Federal Bailiffs Service – Chief Bailiff of the Russian Federation D. V. Aristov paid a working visit to Paris to participate in the regular meeting of the Permanent Council of The international Union of bailiffs (ICSI).

At the permanent Council of the ISI, the Director of the FBS of Russia Dmitry Aristov presented the tenth International scientific and practical conference on "Enforcement: the current state and vectors of development", which is scheduled for 2019 in Moscow.

During the meeting of the permanent Council of the Ministry of Foreign Affairs, a program of cooperation between the Federal Bailiff Service and the General Prosecutor's office of the Republic of Uzbekistan was officially signed.


In the period from 13 to 16 November 2018, the Director of the Federal Bailiffs Service – Chief Bailiff of the Russian Federation D. V. Aristov on the commission of Russian Federal bailiff service made a visit to Minsk (Republic of Belarus) with the aim of participating in the International practical conference on "development of the system of compulsory enforcement", dedicated to the 5th anniversary of the system of enforcement agencies of the Republic of Belarus (further-the Conference).

During the Conference, the Director the Federal Bailiffs Service of Russia D. V. Aristov delivered a report on the topic of "Practice and prospects of enforcement in the Russian Federation".

During his visit to Minsk, Director of the Federal Bailiffs Service of Russia D. V. Aristov met with the Minister of justice of the Republic of Belarus O. L. Slizhevsky.

Also, the delegation of the Federal Bailiffs Service of Russia got acquainted with the organization of the Department of enforcement of the Main Department of justice of the Minsk city Executive Committee of the Ministry of justice of the Republic of Belarus.


On September 20, 2018, Kaliningrad (Russian Federation) hosted a regular meeting of the Russian-Belorussian monitoring (working) group on enforcement of the Union State’s Justice Ministers.

The Russian delegation was headed by Deputy Director of the Federal Bailiffs’ Service – Deputy Chief Bailiff of the Russian Federation Olga Pomigalova. The Belorussian party was represented by Deputy Head of the Office for Legal Regulation of Enforcement Proceedings of the Main Enforcement Office of the Republic of Belarus Lyudmila Makarenko.

At the meeting, the members of the monitoring (working) group discussed the modern development of enforcement legislation in Russia and Belarus, as well as the interaction of the Russian Federal Bailiffs’ Service and the Main Enforcement Office of the Ministry for Justice of the Republic of Belarus under international conventions.


Romanian city Târgu Mures hosted the annual conference “Civil Justice and Enforcement Proceedings – Past, Present, Future” from 30 August to 01 September 2018, attended by the Deputy Head of Department for Organization of Enforcement Proceedings Olesya Bryksina.

The conference was organized by the Târgu Mures Territorial Chamber of Judicial Officers (Romania).

Topical issues of enforcement proceedings were discussed during the conference.


Delegation of the Federal Bailiffs Service went on visit to the city of Ulan-Bator (Mongolia) from 26 to 28 July 2018 to build and maintain professional liaisons with enforcement bodies of Mongolia.

The delegation included:

Dmitry Aristov, Director of the Federal Bailiffs Service – Chief Bailiff of the Russian Federation;

Dmitry Khalatov, assistant to the Director of the Federal Bailiffs Service;

Denis Firstov, head of the Enforcement Organization Department of the Federal Bailiffs Service;

Alexander Borodai, deputy head of the Legal Department of the Federal Bailiffs Service.

During the visit, the delegation met with representatives of the Mongolian Ministry of Justice and Interior, the General Office of Judicial Execution and the Police Directorate.

The Russian and Mongolian parties exchanged information on organization in Russia and Mongolia enforcement of acts of courts and other authorized bodies, guaranteeing safety of judges and other participants of enforcement proceedings.

During the visit the officials signed Memorandum of Understanding between the Federal Bailiffs Service and the Mongolian General Office of Judicial Execution.

The memorandum provides for cooperation in enforcement of acts of courts and other authorized bodies by holding different bilateral events and exchanging of experience and practices.


The Ministry of Justice of France (Paris, France) hosted the 7th meeting of the Russian-French Commission on Protection of Rights of Children in Family Conflicts on 31 May and 1 June 2018.

The Russian Bailiffs’ Service was represented by:

Yelena V. Lukashova, head of the enforcement investigation department of the Enforcement Proceedings Office;

Alexander N. Serzhantov, advisor of the international cooperation department of the Legal Office.

The meeting discussed practice of applying laws of Russia and France regulating implementation of the Convention on the Civil Aspects of International Child Abduction (the Hague, 25 October 1980), Convention on Jurisdiction, Applicable Law, Recognition, Enforcement and Co-operation in Respect of Parental Responsibility and Measures for the protection of Children (the Hague, 19 October 1996), enforcement of judicial decisions in both states, including Russian procedure of enforcement of decisions on returning children to France.

Russian delegates made reports and explained to the French party about fulfillment of requirements of enforcement documents one of the parties to which are French citizens.


 The delegation of the Russian Federal Bailiffs Service headed by Deputy Director of the FBS – Deputy Chief Bailiff of the Russian Federation Vladimir Voronin attended the 23rd Congress of the International Union of Judicial Officers (UIHJ) about “Guaranteeing a secure and sustainable justice: the judicial officer, an important element of good governance” from 1 to 4 May 2018 in the city of Bangkok (Thailand).

Organizer of the Congress was the UIHJ together with the Legal Execution Department of the Ministry of Justice of Thailand.

The Congress was traditionally attended by representatives of UIHJ member states.

Workshops on guaranteeing security of information, responsibility of subjects of proper state governance and use of digital tools to guarantee reliable justice took place during the Congress.

Elections of members of the UIHJ bureau were held following the results of the Congress.


The Chief Bailiff of the Russian Federation Dmitry Aristov has visited the city of Tashkent (Uzbekistan) as a part of delegation of the Federal Bailiffs’ Service from 8 to 9 April 2018 to sign a memorandum on cooperation between the Federal Bailiffs’ Service of Russia and the Bureau of Compulsory Enforcement of Prosecutor’s General Office of Uzbekistan.

The signing ceremony was held on 9 April 2018 in the building of the Prosecutor’s General of Uzbekistan.

The Memorandum was signed by the Director of the Federal Bailiffs’ Service – Chief Bailiff of the Russian Federation Dmitry Aristov and the Director of the Bureau for Compulsory Enforcement of the Prosecutor’s General Office of Uzbekistan – Chief State Bailiff of Uzbekistan Botir Kudratkhodzhayev.

The main goal of the memorandum is mutual cooperation between the agencies of compulsory enforcement of Russia and Uzbekistan through exchange of experience in execution of court orders.

During the visit to Tashkent, Dmitry Aristov examined how activities are organized in the Bureau, as well as activities of Bailiffs of Uzbekistan. At the end of the business trip to Uzbekistan, Dmitry Aristov met the Extraordinary and Plenipotentiary Ambassador of the Russian Federation in Uzbekistan Vladimir Tyurdenyov.

Within the trip of the Federal Bailiffs’ Service’s delegation to Uzbekistan, the Head of Department for Organization of Enforcement Proceedings of the Federal Bailiffs’ Service Denis Firstov visited a training seminar named “Compulsory enforcement in Uzbekistan and the Russian Federation”, where he delivered a report on implementation of compulsory enforcement in Russia.


Representative of Federal Bailiffs Service takes part in working meetings with heads of Bavaria’s state agencies on 10-14 December 2017 in Munich (Germany)

Following an invitation of the German Foundation for International Legal Cooperation (IRZ) Deputy Director of the Federal Bailiffs Service – Deputy Chief Bailiff of Russia Igor Savenko together with representatives of the Russian Association of Lawyers paid a visit to Munich from 10 to 14 December 2017 to take part in meetings with heads of state agencies of Bavaria and get familiar with handling economic disputes.

During the visit, Mr. Savenko met representatives of the Bavarian Ministry of Justice, Office of the Public Prosecutor General of Munich, Federal Patent Court, German Patent and Trademark Office, Munich District Court.

At the meetings, the delegates discussed practice of a registration court and keeping a register of legal entities and of land registry, auctions of real estate by court order, registration of a trademark, intellectual property and their legal protection.

Mr. Savenko also got more familiar with the work of the Bavarian Ministry of Justice.


The 14th meeting of the Joint Board of the Union State’s Justice Ministers was held in Belorussia on 7 December 2017 in Minsk (Belorussia).

Deputy Director of the Federal Bailiffs Service – Deputy Chief Bailiff Igor Savenko attended the meeting as member of the delegation of the Russian Ministry of Justice. He made a report on the performance of the Russian-Belorussian monitoring (working) group in enforcement.

The attendees also discussed execution of decisions made by the Joint Board of the Union State’s Justice Ministers at the previous meeting, aspects of using unified approaches to international legal regulation of facilitating the execution of court decisions and implementation of the 2016-2017 Cooperation Program between the Russian and Belorussian Ministries for Justice.

As part of the meeting, Russian Minister of Justice A.V. Konovalov and Blorussian Minister of Justice O.L. Slizhevsky signed the 2018-2019 Cooperation Program between the Russian and Belorussian Ministries for Justice.


Director of the Federal Bailiffs Service and Chief Bailiff of the Russian Federation Dmitry Aristov paid a working visit to Paris from 22 to 24 November 2017 to take part in the meeting of the Permanent Council of the International Union of Judicial Officers (UIHJ).

At the meeting, Mr. Aritsov made a presentation of the IX International Conference “State and private enforcement system: comparative analysis and best practices” that is going to be held from 10 to 13 October 2018 in the city of Sochi.

On 22 November, Mr. Aristov met President of the French National Chamber of Bailiffs Patrick Sannino. The two officials agreed to hold a Russian-French workshop on enforcement next year.

The same day, the Director of the Russian Federal Bailiffs Service met Director of the Uzbekistan’s Enforcement Bureau under the Prosecutor General’s Office – Chief State Bailiff Botir Kudratkhodzhayev to discuss problems and forms of cooperation between enforcement authorities of Russia and Uzbekistan. The Russian party accepted an invitation extended by Uzbek colleagues to visit Uzbekistan in 2018 to get more familiar with the activity of the country’s Enforcement Bureau under the Prosecutor General’s Office.


Permanent Secretary of the Finland’s Ministry of Justice Asko Välimaa met with Russian Deputy Minister of Justice Makism Trafnikov in Helsinki (Finland) on 27 September 2017.

On behalf of the Federal Bailiffs Service the meeting was attended by Dmitry Aristov, Director of the Service – Chief Bailiff of the Russian Federation.

Among other subjects, the parties discussed cooperation between the Russian Federal Bailiffs Service and the Finland’s National Administrative Office for Enforcement, plans of Russia to join the Convention on the International Recovery of Child Support and Other Forms of Family Maintenance (Hague, 23 November 2007) which provides for mutual recognition and execution by member-states of foreign court decisions on recovery of child support.

During the visit to Finland Mr. Aristov also got familiar with the operation of the Helsinki Enforcement Office.


Representative of Federal Bailiffs Service attends conference (25-26 August 2017, Târgu Mures)

Romanian city Târgu Mures hosted on 25 and 26 August 2017 the annual conference “Civil Justice and Enforcement Proceedings – Theory and Practice” attended by a representative of the Federal Bailiffs Service.

The conference was organized by the Târgu Mures Territorial Chamber of Judicial Officers with the support of the National Union of Judicial Officers of Moldova.

Representatives of judicial community and judicial officers of Romania, representatives of enforcement systems of Moldova, the Czech Republic and Estonia also attended the conference.


Representatives of Federal Bailiffs Service take part in celebrations of 5th anniversary of the Serbia’s Chamber of Public Enforcement Officers (19 June 2017, Belgrade) Representatives of the Russian Federal Bailiffs Service headed by Deputy Director of the Service V. Voronin, took part in celebrations of the 5th anniversary of the Serbia’s Chamber of Public Enforcement Officers held from 18 to 20 June 2017 in Belgrade. The organizer of the celebrations was the Serbia’s Chamber of Public Enforcement Officers. During their visit to Serbia, the representatives of the Russian Federal Bailiffs Service met with President of the Serbia’s Chamber of Public Enforcement Officers Aleksandra Trešnjev. At the meeting the Russian delegation gave Ms. Trešnjev a letter from the Director of the Federal Bailiffs Service – Chief Bailiff of the Russian Federation stating the intention to sign a cooperation agreement between the enforcement authorities of Russia and Serbia. In addition, Tomislav Nikolic, President of the National Council for Cooperation with Russian and China accepted the Russian delegation as guests of Serbia.


Representative of Russia’s Federal Bailiffs Service attends International Conference on Enforcement of Civil Judgments (7-9 June 2017, Bangkok)

The International Conference on the Enforcement of Civil Judgements was held from 7 to 9 June 2017 in the city of Bangkok (Thailand).

The conference was organized by the Legal Execution Department of the Thailand’s Ministry of Justice.

The conference was attended by representatives of enforcement authorities from China, Vietnam, Myanmar, Philippines, Indonesia, Cambodia, Laos and other Asian countries.

Alexander Borodai, deputy head of the Legal Office, represented the Russia’s Federal Bailiffs Service and made a report at the conference.


In accordance with article 2 of section 1 of the 2015-2016 Program for cooperation between the RF Ministry of Justice and Finland’s Ministry of Justice and item 1.4 of the 2016 Russian Federal Bailiffs Service’s International Activities Plan, a bilateral workshop on enforcement of judgments and decisions of other authorized bodies (hereinafter the workshop) was held on 6-7 September 2016 in the town of Turku (Finland) and was attended by representatives of the Russian Federal Bailiffs Service and Finland’s National Administrative Office for Enforcement.

During the workshop representatives of the Russian Federal Bailiffs Service got more familiar with development of enforcement system in Finland, practice of interagency cooperation during a preliminary investigation of criminal cases, search for and confiscation of income derived from criminal proceeds, application of criminal and civil procedure secure measures during enforcement, organization of strategic planning and control over Finnish judicial officer’s activity.

At the workshop the representatives of Russian and Finland’s agencies made reports with presentations.

The event was also attended by the Head of the Department for Human Rights Protection during Criminal Proceedings of the RF Human Rights Ombudsman Office.

Representatives of the Finland’s police, prosecutor’s office, correctional institutions, scientific community were also present at the workshop.


Federal Bailiffs Service takes part in International Conference: Civil Process and Enforcement Procedure: Theory and Practice (Romania, Tirgu Muresh, 26-27 August 2016)
An International Conference: Civil Process and Enforcement Procedure: Theory and Practice was held from 26 to 27 August 2016, in the town of Târgu Mures (Romania).
Organizers of the conference were the National Board of Judicial Officers of the Republic of Romania together with the National Board of Judicial Officers of the Republic of Moldova, Petru Maior University (Tirgu Mures), Alecu Russo State University of Balti (Republic of Moldova).
The conference discussed fulfillment of requirements of court orders issued to secure an action, to restrict debtor’s non-property right, to have access to debtor’s living space, theoretical aspects of fulfilling court orders by persons who do not occupy any position in enforcement authorities.
The conference was attended by representatives of enforcement authorities and scientific community of Romania, Moldavia, Czech Republic and Armenia.
The Russian Federation was represented by Alexander Boroday, deputy head of the First Department of the Federal Bailiffs Service, Vladimir Gureyev, Head of the Department of Civil Process and Bailiffs’ Service Organization at the All-Russian State University of Justice, Doctor of Laws, associate professor.


International Conference on Cross-border Insolvency was held in the city of Bangkok, Thailand on 22nd – 25th June 2016. The Federal Bailiffs Service was represented by Deputy Head of the Legal Office Alexander Boroday.

The international event was attended by representatives of competent bodies of Japan, Korea, China, Indonesia, Cambodia, Malaysia, Laos, Myanmar, Singapore, Philippines.


A delegation of the All-Russian NGO Association of Lawyers of Russia paid a working visit to the city of Astana, Kazakhstan, on 19th – 23rd June 2016 on the invitation of the Kazakhstan’s Ministry of Justice. The goal of the visit was to get more familiar with Kazakhstan’s legal proceedings related to economic disputes and to discuss cooperation in legal issues.

Assistant Director of the Federal Bailiffs Service Viktor Ivanov took part in the visit as a member of the delegation of the Association of Lawyers of Russia on behalf of the Russian Federal Bailiffs Service.


A meeting of the Permanent Council of the International Union of Judicial Officers (UIHJ) took place in the city of Lisbon (Portugal) on 19-20 May 2016.

The meeting was traditionally attended by representatives of the UIHJ member states. During the meeting they covered main issues related to the activity of national chambers (associations, organizations) of judicial officers.

The Russian delegation was represented by the First Deputy Director of the Federal Bailiffs Service – First Deputy Chief Bailiff of the Russian Federation Sergei Sazanov and Deputy Head of the First Department of the Federal Bailiffs Service Aleksandr Boroday.


The Director of the Federal Bailiffs Service, the Chief Bailiff of the Russian Federation A.O. Parfenchikov departed to Smolensk for the period from 8 April 2016 to 10 April 2016 to participate in the planned meeting (seminar) of the Board of the Federal Bailiffs Service and the Central Department on Enforcement of the Ministry of Justice of the Belarus Republic, as well as to conduct the first meeting of the monitoring (working) group on enforcement, which consists of representatives of the Ministry of Justice of the Russian Federation, the Federal Bailiffs Service and the Ministry of Justice of the Belarus Republic.

 


From 26.11.2015 to 27.11.2015, Director of the Federal Bailiffs' Service - Chief Bailiff of the Russian Federation A.O. Parfenchikov went to the Hague to attend the Permanent Council of the International Union of Judicial Officers.


In the period from 08.09.2015 to 10.09.2015, Director of the Federal Bailiffs’ Service – Chief Bailiff of the Russian Federation A.O. Parfenchikov took part in the VI International Conference: Limitation of Rights of Debtors: Innovations in Legislation and Practical Application that was held in the city of Ulan-Ude.

 

In the period between 02.06.2015 and 05.06.2015, in Madrid (Sapin), Director of the Federal Bailiffs' Service - Chief Bailiff of the Russian Federation A. Parfenchikov took part in the 22nd International Congress of Judicial Officers: "A judicial officer, relation between law and economy. New approach to enforcement", organized by the International Union of Judicial Officers (UIHJ).


 

In the period between 27.05.2015 and 30.05.2015 Director of the Federal Bailiffs' Service - Chief Bailiff of the Russian Federal A.Pargenchikov took part in the V Petersburg International Law Forum held in Saint-Petersburg.


 

Director of the Federal Bailiffs’ Service – Chief Bailiff of the Russian Federation A. Parfenchikov took part in the international workshop: “Enforcement proceeding on a modern stage. Cooperation between Main Enforcement Office of the Belorussian Ministry of Justice and the Federal Bailiffs’ Service” which was held between 13.05.2015 and 15.05.2015 in the city of Gomel, Belorussia.


 

On 26.04.2015, in the city of Yerevan, Armenia, Director of the Federal Bailiffs’ Service – Chief Bailiff of the Russian Federation A. Parfenchikov took part in events dedicated to the 100th anniversary of commemorating victims of the Armenian Genocide. 


 

Director of the Federal Bailiffs’ Service – Chief Bailiff of the Russian Federation A. Parfenchikov together with the delegation of Russian NGO Association of Russian Lawyers paid a visit to Germany between 12.04.2015 and 15.05.2015 in order to get more familiar with specific features of settling economic disputes involving businessmen. Russian officials were invited by the German Foundation of International Legal Cooperation IRZ.


 

18 February 2015, Saint-Petersburg - Director of the Federal Bailiffs’ Service – Chief Bailiff of the Russian Federation A.O. Parfenchikov took part in the meeting of the Organizing Committee on preparing and holding the sixth session of the Conference of the States Parties to the UN Convention against Corruption in the Russian Federation.


 

From 27 to 28 November 2014 Director of the Federal Bailiffs’ Service – Chief Bailiff of the Russian Federation A.O. Parfenchikov took part in a meeting of the Permanent Council of the International Union of Judicial Officers (UIHJ) in Paris.


 

Director of the Federal Bailiffs’ Service – Chief Bailiff of the Russian Federation A.O. Parfenchikov took part in a seminar of representatives of the Russian Federal Bailiffs’ Service and the State Enforcement Service of Finland to discuss enforcement of court decisions from 22.10.2014 to 23.10.2014, in the city of Helsinki.


 

In the period from 13 to 14 October 2014, Director of the Federal Bailiffs’ Service – Chief Bailiff of the Russian Federation A.O. Parfenchikov attended the 2nd international conference: “Traditional and innovative solutions of problems in enforcement proceedings” held by Armenian Enforcement Service in the town of Tsaghkadzor.


 

In the period between 02.10.2014 and 04.10.2014 Director of the Federal Bailiffs’ Service – Chief Bailiff of the Russian Federation A.O. Parfenchikov arrived in the town of Bryansk to hold a working meeting of senior officials of the Federal Bailiffs’ Service with senior officials of the Main Enforcement Department of the Ministry of Justice of Belarus.


 

In the period between 10.08.2014 and 14.08.2014 Director of the Federal Bailiffs' Service - Chief Bailiff of the Russian Federation Mr. A.O. Parfenchikov together with the delegation of the All-Russian non-governmental organization The Association of Lawyers of Russia paid a working visit to Iceland to get more familiar with its legal proceedings dealing with economic disputes, its practice in the area of enforcement of court decisions and to hold a number of meetings with officials.


 

In the period between 03.07.2014 and 05.07.2014 Director of the Federal Bailiffs' Service - Chief Bailiff of the Russian Federation Mr. A.O Parfenchikov visited the Crimean Federal District to attend meetings of the board in the offices of the Federal Bailiffs' Service for the Republic of Crimea and the city of Sebastopol.


 

During the period from 15 to 19 November 2013 in Stockholm visit of delegation of the All-Russian public organization "Association of Lawyers of Russia" with participation of the Director of the Federal Bailiffs’ Service of the Russian Emergencies Ministry – the Chief Bailiff of the Russian Federation A.O. Parfenchikov for the purpose of acquaintance with features of legal proceedings of Sweden on consideration of economic problems, with experience of Sweden in the field of execution of judgments and carrying out a number of meetings with officials took place.


 

A Russian-Finnish workshop on international legal aspects of cooperation in protection of children’s rights took place from 8 to 10 October 2013 in Helsinki (Finland). The workshop was attended by first deputy director of the FBS of Russia S.V. Sazanov. 


 

First deputy director of the FBS of Russia S.V. Sazanov visited the Czech Republic from 16 to 22 June 2013 within the EU project “Application of the Hague Convention of 1980 on child abduction, the Hague Convention of 1996 on protection of children and studying the possibility of Russia joining the Hague Convention of 2007 on the forms of supporting children”. 


 

On 15.05.2013, first deputy director of the FBS of Russia S.V. Sazanov took part in celebrations dedicated to the 15th anniversary of the Service for Compulsory Enforcement of Judicial Acts of the Republic of Armenia, which were held in the city of Tsakhkadkhor, the Republic of Armenia.

The Director of the Federal Bailiffs Service, the Chief Bailiff of the Russian Federation A.O. Parfenchikov departed to Smolensk for the period from 8 April 2016 to 10 April 2016 to participate in the planned meeting (seminar) of the Board of the Federal Bailiffs Service and the Central Department on Enforcement of the Ministry of Justice of the Belarus Republic, as well as to conduct the first meeting of the monitoring (working) group on enforcement, which consists of representatives of the Ministry of Justice of the Russian Federation, the Federal Bailiffs Service and the Ministry of Justice of the Belarus Republic.
