The VII International theoretical and practical conference on compulsory enforcement of judicial acts and acts of other authorized bodies on theme "The Order of enforcement non-property demands contained in the enforcement documents: problematic issues and the ways of their solution" was held from 09 to 11 June, 2016 in the Republic of Bashkortostan (the city of Ufa)
The Conference was organized by the Federal Bailiffs' Service, International Union of Judicial Officers, the Government of the Republic of Bashkortostan, All-Russian State University of Justice, Bashkir State University and the Association of Legal Education.
To participate in the conference in the Republic of Bashkortostan was attended by representatives of enforcement services of the Republic of Azerbaijan, Republic of Armenia, Republic of Belarus, Kingdom of Belgium, Republic of Bulgaria, Hungary, Socialist Republic of Vietnam, Federal Republic of Germany, Islamic Republic of Iran, Republic of Kazakhstan, Kyrgyz Republic, People's Republic of China, Republic of Latvia, Republic of Moldova, Mongolia, Romania, Republic of Serbia, Slovak Republic, Kingdom of Thailand, Republic of Finland, Czech Republic and Republic of Estonia.
9 June 2016 held the opening of the VII International theoretical and practical conferencewith participation of heads of departments, executing judgments, representatives of the scientific and legal communities.
With opening speech made of the Director of the Federal Bailiffs’ Service – Chief Bailiff of the Russian Federation Arthur Parfenchikov. He noted that expanding not only the geography, but the number of participants: this year they were delegates from twenty-two countries. In recent years, the conference turned into a kind of platform for discussion of topical issues of development of the institution of enforcement proceedings, which main purpose is the modernization of the system of enforcement. For the first time this year the conference is attended by representatives of such countries as the Islamic Republic of Iran, Kingdom of Thailand, Romania, Hungary and the Kyrgyz Republic.
The participants with a welcoming speech also asked the Head of the Republic of Bashkortostan Rustem Khamitov, Deputy Minister of justice of the Russian Federation Alu Alkhanov, President of the International Union of Judicial officers Françoise Andrieu, member of the Federation Council Committee on constitutional legislation and state building Anatoly Shirokov.
The participants noted not only the importance of the discussed issues of the enforcement proceedings, but also the need for their theoretical study.
On the first day of the Conference were made by the representatives of the delegations of the People's Republic of China, Federal Republic of Germany, Islamic Republic of Iran, Czech Republic, Republic of Finland, Republic of Serbia, as well as the reports of the representatives of the International Union of judicial officers and academic community of Russia.
In the framework of the VII International theoretical and practical conferencesigned a Memorandum of understanding between the Federal Bailiffs’ Service (Russian Federation) and the Marshal Authority (Takhar) by Ministry of justice of Mongolia. From the Russian Federation side the document was signed by the Director of the Federal Bailiffs’ Service – Chief Bailiff of the Russian Federation Arthur Parfenchikov, from the side of Mongolia is the head of the General office of the Marshal (Takhar) at the Ministry of justice of Mongolia, Chairman of Marshal authority (Takhar) by Ministry of justice of Mongolia, General Commissioner Azbayar Tseveenravdan. The Memorandum suppose development of cooperation and exchanging of experience in the field of judges and courts security provision, of search implementation, reconduction and attachment of property, the introduction of innovative and special equipment.
On the second day of the Conference included thematic reports on compliance with the requirements of non-property demands in Republic of Serbia, Kingdom of Thailand, Republic of Kazakhstan, Kyrgyz Republic, Republic of Latvia, Republic of Moldova, Romania, and Republic of Bulgaria. Russian and international legal community was presented the book «The Global code of enforcement» and theoretical aspects of coercion in the execution of non-property demands.
In the speeches was noted that the topics discussed become in many of the participating countries the subject of legislative initiatives and serve as the overall modernization of the system of enforcement.
In conclusion, Chief Bailiff of the Russian Federation Arthur Parfenchikov thanked all the participants for attending and expressed the hope that the VII International theoretical and practical conferencewill contribute to the development of the Institute of bailiffs.
Besides, the Conference held a series important international of meetings. For example, the President of the International Union of Judicial Officers Françoise Andrieu and representatives of the Supreme Court of the Kyrgyz Republic held consultations on the accession of the state to the International Union of Judicial officers. The Director of the Federal Bailiffs’ Service Arthur Parfenchikov has discussed with the representatives of the Kingdom of Thailand the issues of interaction and exchange of professional experience.
Also held a triple meeting of the heads of the Director of the Federal Bailiffs’ Service, the President of the International Union of Judicial Officers and the delegation of the Islamic Republic of Iran, which discussed the issues of possible cooperation.
