At 18-20 September, 2013 in Yekaterinburg took place the International theoretical and practical conference, devoted to issues of compulsory enforcement of judicial acts and acts of other state authorities.

The topic of the Conference discussion was «Modern problems of foreclosure on the debtors’ property and the ways of their solution: national approaches in improving the efficiency of execution of enforcement documents».

The Conference was organized by the Federal Bailiffs’ Service in cooperation with the Ural State Law Academy and the Sverdlovsk region administration.

The Conference took place in the House of Sevastjanov, also known as The house of trade unions. This is a palace, built in the 1st quarter of XIX on the bridge of the City Pond, formed by the dam at Iset River. The House is one of the Yekaterinburg sights, the architecture of which is an outstanding one among the city mansions, different with it’s monumentalism, style, splendor and elegance.

The conference was held in a new format – in the mode of three sections (under days number), that were covering the issues of foreclosure on the debtors’ property. Thus, the following issues have been considered: establishing the property status of a debtor in frame of enforcement proceedings realization arrested property of the debtor during enforcement proceedings; foreclosure of separate kinds of debtor’s property during enforcement proceedings.

In the Conference took part the leading Russian and foreign specialists in the field of compulsory enforcement, state and public figures, representatives of various state authorities, banking community and other organizations. Among them are representatives of the compulsory enforcement authorities of foreign countries, i.e. Central and Western Europe, CIS countries, the Baltic States, the Balkan Peninsula, South Caucasus and Asia, inc. China and Mongolia.

The conference was opened by a greeting speech of Director of the Federal Bailiffs’ Service – Chief Bailiff of Russian Federation A.O. Parfenchikov. He noted, in particular, that year by year the conference has become a tradition. It attracts a greator number of participants and becomes a good platform for experience exchange. The previous international conference’ experience showed that the chosen communication format provides an opportunity to meet the main challenges, improve the compulsory enforcement proceedings,  shares positive experience, develops relationship between foreign countries.

Vice-Governor of the Sverdlovsk region Yakov Silin, Advisor of the President of the Russian Federation Veniamin Yakovlev, First Deputy Chairman of the State Duma Committee on Constitutional legislation and State construction field Alexander Ageev and Rector of Ural State Law Academy Vladimir Bublik delivered a greeting speech to the conference participants.

The most heated discussions rose due to matters of organization of online auctions and realization of arrested property of the debtor, competition of citizen bankruptcy procedures and compulsory execution of judicial and other acts relating to a debtor-physical entity.

The Programme of the Conference also contained cultural events. Thereupon, in the framework of the Conference activity the participants were also granted an opportunity to get acquainted with the sights of Sverdlovsk region.
