At 8-10 August, 2011 in Kazan the international scientific-practical conference «Efficiency of compulsory enforcement of judicial acts and other state authorities», devoted to issues of compulsory enforcement of judicial acts and acts of other state authorities, was held.

«Efficiency of compulsory enforcement of judicial acts and other state authorities» was chosen as the conference theme.

The Conference was organized by the Federal Bailiffs Service in cooperation with Kazan (Volga region) State University and the Republic of Tatarstan administration.

The Conference took place at Kazan (Volga region) State University which is one of the oldest Russian universities. The affirmative diploma of the Kazan Imperial University and its Charter was signed by Alexander I at November 5, 1804.

A similar event is being held in Russia for two years running. The first international scientific-practical conference’s theme was «The procedure of compulsory enforcement of judicial acts and other state authorities. The privileges of the officials carrying out execution of enforcement documents» took place in St. Petersburg in July, 2010.

The conference was opened by a greeting speech of Director of the Federal Bailiffs’ Service – Chief Bailiff of Russian Federation A.O. Parfenchikov. He emphasized on the high importance of this event for development of the legislation in the field of compulsory enforcement of judicial acts. He noted that the decision to hold the second International scientific-practical conference on this issue in Kazan, was taken due to aspiration to show the diversity and wealth of Russia to the foreign participants.

The Chairman of the State Council of the Republic of Tatarstan Muhametshin Farid Hairullovich, rector of Kazan (Volga) Federal University Gafurov Ilshat Rafkatovich also delivered a greeting speech to the Conference participants.There has also been an introductory word on behalf of the Advisor to the President of the Russian Federation Yakovlev Veniamin Fyodorovich.

 

At the Conference there were also reports of the heads (representatives) of the state compulsory enforcement authorities, scientists-in-law and other participants. The reports contained experience and peculiarities of the system of enforcement of judicial acts and other state authorities of Armenia, Belgium, Germany, Netherlands, Luxembourg, Colombia, USA, Portugal, Czech Republic, Moldova.

The event time concurred with the 4th International Day of the Bailiff Officer, devoted to the topic The Bailiff Officer and foreclosure of alimentary liabilities», organized by the UIHJ.

Summarizing the forum results of Director of the Federal Bailiffs’ Service – Chief Bailiff of Russian Federation A.O. Parfenchikov emphasized the relevance of the meetings of heads of enforcement bodies from different countries  being held on a large scale. He noted: «Everyone talks about the third conference and asks where it shall take place».

The Programme of the Conference also contained the cultural events. Therefore, in the framework of the Conference activity the participants were also granted an opportunity to get acquainted with the Republic of Tatarstan places of interest.
