Regulation on research works competition, devoted to history of creation, development and modern activities of the institute of judicial officers in Russia and foreign countries

I. General terms

1.1. Federal Bailiffs’ Service in cooperation with the Russian Law Academy of Ministry of Justice of the Russian Federation (hereinafter – Academy) holds the research works’ competition, devoted to history of creation, development and modern activities of the institute of judicial officers in Russia and foreign countries (hereinafter – competition).

1.2. The competition is held for the purposes of:

capability creative development and education of youth, preservation and compensation on this basis the intellect potential;

studying the advanced experience of the leading educational institutions of higher educational establishments in stimulating activity of youth in the field of law regulations science;

improvement of research work of students, postgraduates, adjuncts organization;

support and development of interest of students to problems of enforcement proceedings in the Russian Federation and compulsory execution of court decisions in foreign countries;

increasing legal science attractiveness for youth;

further integration of science and education.

II. Participants of competition

2.1. It is invited for participation in the competition:

students, postgraduates, adjuncts of the educational institutions of higher educational establishments;

students and postgraduates of the educational institutions of higher educational establishments of foreign states.

2.2. The territorial units of the Federal Bailiffs’ Service can invite students, postgraduates, adjuncts of the educational institutions of higher educational establishments to take part in the competition. The competitive commissions of the territorial units of the Federal Bailiffs’ Service are entitled to send the best works in each nomination to the competitive commission of the Russian Law Academy of Ministry of Justice of the Russian Federation at the address: 2/1, Azovskaya Street, Moscow, 117638, the Faculty of bailiffs’ service organization and enforcement proceedings (with special mark “for research works’ competition”). Simultaneously with research works the minutes of final meetings held by competitive commissions of the territorial units of the Federal Bailiffs’ Service should be sent.

III. Dates of competition

3.1. The competition is held annually, starting from November of the current year till April of the following year. The competitive commission accepts research works from 20th April till 15th May incl. The competitive commission examines research works, applied for the competition, till 10th June.

IV. Competitive commission

4.1. The competitive commission is formed from the lecturers and tutors of Academy, officials of central department of the Federal Bailiffs’ Service in the quantity of 15-19 persons and is declared annually by a separate order document of the Federal Bailiffs’ Service.

4.2. For the purposes of defining of validity of the historical facts and legal acts, stated in research works, an independent jury is formed from professional lecturers of the Faculty of law of Academy and other educational institutions of higher educational establishments (on invitation). The jury recommends the best works to the competitive commission. The commission takes into account the jury members’ recommendations for work assessment procedure and defining the winners of the competition.

4.3. The competitive commission examines the research works, discusses the best of them, defines the winners of the competition, resumes the results and presents them to the director of the Federal Bailiff’s Service – chief bailiff of the Russian Federation and the rector of Academy.

4.4. Discussing the best works, defining winners of the competition are reached by consensus or held by means of open vote at the final meeting of the commission. In case of vote equity the chairman’s (deputy chairman’s) vote is final. The decision is considered to be taken provided if majority of the total number of members of the commission took part in the commission meeting.

During the definition of winners of the competition it is stipulated the maximum number of works, corresponding to the prize-winning places, in each nomination:

1 place – 1 work;

2 place – 1-2 works;

3 place – 1-3 works.

4.5. Works of postgraduates and adjuncts can be marked into a separate category for defining the best works in this category.

4.6. The winners of the competition are declared by a separate order document of the Federal Bailiffs’ Service.

4.7. Information about winners of the competition is placed at the official sites of the Federal Bailiff’s Service, the Academy, sent to the territorial units of the Federal Bailiffs’ Service, heads of enforcement bodies of foreign states, educational institutions of higher educational establishments, whose representatives have been defined as winners of the competition.

V. Nominations of competition

5.1. The competition is held in nominations.

5.2. The nominations of the competition and the approximate list of themes on nominations of the competition are defined in accordance with proposals of structural divisions of central department of the Federal Bailiffs’ Service and annually declared by a separate order document of the Federal Bailiffs’ Service.

The nominations of the competition and the approximate list of themes on nominations of the competition are published on the official site of the Federal Bailiffs’ Service with the competition declaration.

5.3. The competitive commission examines the research works on the other themes, conforming to the theme and the nominations of the competition.

5.4. The winners in each nomination are defined. The winners are awarded with diplomas of the I, II and III degrees. The works of competition’s winners are published in the periodicals of the Federal Bailiffs’ Service, the Academy, in a separate collection materials of the best scientific works of competition, and are recommended for publishing in periodicals of the educational institutions of higher educational establishments of Russia and foreign countries.

VI. Realization conditions of competition

6.1. The participant presents not more than one work for the competition. Students and postgraduates of the educational institutions of higher educational establishments of foreign states present works both in Russian and English. The important competition condition for author works acceptation is individual fulfillment. Works, written in co-authorship, are not examined by the competitive commission.

6.2. Works, not conforming to the conditions of the regulation on competition, presented with preparation missequencing or received after the stipulated dates, are not examined by the competitive commission.

6.3. Works, sent to the competition, are not returned, the reviews are not distributed to the authors.

6.4. Having signed the request for participation in the competition, the participant acknowledges that he:

agrees with conditions of competition;

does not infringe the intellectual property rights of the third party;

does not claim to the confidentiality of presented in work materials and grants the competition organizers the exclusive right to use it for non-commercial purposes.

6.5. During discussing the best works and defining the winners of the competition, the competitive commission takes into account the following criteria:

timeliness of the theme (problem);

scientific novelty;

singularity of the author’s approach to the theme research and implementation means of the problems reported;

practicalsignificance, incl. for the Federal Bailiffs’ Service;

interdisciplinary theme disclosure;

using historical and topical up-to-date information;

consistency,sequence, argumentation and grammatical correctness of the materials;

quality of work preparation.

6.6. Works are checked for conformity with terms of preparation, absence of syntactic, grammar and spelling mistakes; in “Anti-literary piracy” system – for observing the authors' rights.

6.7. The percentage of quotations and borrowing words from other sources in research works shouldn’t exceed 20 %.

VII. Rules of preparation and submission of application

7.1. The application for participation in the competition should include:

the title page (attachment  1);

the participant Application Form (attachment  2);

the work annotation (attachment  3).

7.2. The application should be presented to the Faculty of bailiffs’ service organization and enforcement proceedings of Academy in printed and electronic versions in Russian. Students and postgraduates of the educational institutions of higher educational establishments of foreign states present applications in Russian or English.

VIII. Work preparation order

8.1. Works should be prepared in the form of scientific report or scientific statement (volume – 10-30 pages; format – A-4; page edges: upper, left and lower – 2 centimeters, right – 1 centimeter; Times New Roman type, typesize  14, in links  10, links numberingcontinuous; line spacing – 1,5; first line indent – 1,3 centimeters; basic text alignment – breadthwise; word-processing program – Microsoft Word 2003).

8.2. Recommended sequence of work preparation:

Title page.

The participant Application Form.

The work annotation.

Content.

Introduction.

Basic chapters (paragraphs) of work.

Conclusion.

Attachments in the form of illustrations, photos, tables etc.

Bibliography.

Scientific adviser’s review.

Faculty resolution.

8.3. The electronic version at CD-disk (DVD-disk) in package with participant data is enclosed to the work.

8.4. The work and CD-disk (DVD-disk) are enclosed to the paper-folder, designed in the form of a decreased variant of the title page of work, for further handing to the competitive commission.

IX. Summing-up the results of competition

9.1. The competitive commission sums up the results of the competition from 10th till 30th June. The competitive commission’s decision is established by protocol. The protocol of the competitive commission’s decision is affirmed by the deputy director of the Federal Bailiff’s Service – deputy chief bailiff of the Russian Federation.

X. Competition winners’ graduation ceremony

10.1. The graduation ceremony for competition winners, scientific advisers of competition winners is held in the central department and (or) territorial units of the Federal Bailiffs’ Service at dates specified by the director of the Federal Bailiffs’ Service – chief bailiff of the Russian Federation and (or) the heads of territorial units of the Federal Bailiffs’ Service – chief bailiffs of subjects of the Russian Federation.

10.2. The diploma of competition winners among students and postgraduates of the educational institutions of higher educational establishments of foreign states can be submitted to heads of enforcement bodies of foreign states for further handing.
